On This Month's Cover:

On November 3, 1991, a three-alarm fire in Detroit, MI involved three two-story apartment buildings. Two buildings on the north side were vacant and total losses. The other building was occupied and suffered moderate damage. Low water pressure and high winds made fighting the fire very difficult.
